Narendra Modi Sir, This is regarding the GO on ban in consumption of beef, slaughter & rules regarding raising cow etc.

*Point 1*
India ranked # 2 in beef export last year. India has contributed to world's 19.6% of beef export in year 2016 i.e., 1,850,000 metric ton.

India is also one if the key exporter of cara beef / buffalo meat

Total number of slaughters in 2016 according to the GAIN report is 38,750,000

So Why our Animal welfare board which cares so much for Cow didn't pressurize the GOI to Ban Export? Apparently more cow die due to export of beef.

*Point 2*
The Indian Constitution does not expressly recognize the fundamental right to food. However, Article 21 of the Con- stitution of India guarantees a fundamental right to life and personal liberty. The expression ‘Life’ in this Article means a life with human dignity and not mere survival or animal ex- istence. The Right of Food is inherent to a life with dignity, and Article 21 should be read with Articles 39 (a) and 47 to understand the nature of the obligations of the State in or- der to ensure the effective realization of this right. Article 39(a) of the Constitution, enunciated as one of the Directive Principles, fundamental in the governance of the country, requires the State to direct its policy towards securing that the citizens, men and women equally, have the right to an adequate means to livelihood. Article47 spells out the duty of the State to raise the level of nutrition and the standard of living of its people as a primary responsibility. The citizen’s right to be free from hunger enshrined in Article 21 is to be ensured by the ful llment of the obligations of the State set out in Articles 39(a) and 47.The reading of Article 21 together with Articles 39(a) and 47, places the issue of food security in the correct perspective, thus making the Right to Food a guaranteed Fundamental Right which is enforceable by virtue of the constitutional remedy provided under Article 32 of the Constitution. Therefore it is the obligation of the state to be proactive in strengthen- ing people’s access to food. The state must ful ll the right directly whenever an individual or group is unable, for reason beyond their control to enjoy the right to adequate food with the means at their disposal. The state’s role in strengthening the food security is more prominent in ensuring availability of food and ensuring access to the households. Particularly for poor households. And also it is the duty of the state to improve the food through its policies.

So it's not under the jurisdiction of GOI to determine who eats what. Rather it's the obligation of State.

*Point 3*
How a farmer raises a cow should be discussed, analyzed with the involvement of the farmers and the specialists. Rather than based on the input given by select few elites.

Once the Cow's reproduction of "Good calves" reduces, they become expense units for the farmers. Small & Marginal farmer or agricultural laborer cannot afford the maintenance of it. Hence they sell in the shandi for slaughter or highest payer who can afford the up keep.

Before setting a hard rule, the government should train the farmers & educate them. Farmers in villages in Nagapattinam, Thiruvarur district's are not even aware of the techniques available as part of Natural farming training.

Instead of simplifying the lives of the farmers again here we are trying to make more tougher by introducing Genetically Modified Mustard.

Did BT Cotton did not teach us enough?
Did the death in the cotton producing belt is not enough?
Were the farmers not burdened with loan enough?

Most of the villagers are able to somehow survive because Cattle is still major part of their living.

In Rural Tamilnadu Farmers get Rs. 23 to 25 and the same full cream milk is sold in Chennai by aavin at 45 and privates at 52/ltr

Please work on the parity between how much private companies make and what the farmers get out of selling milk.

The contamination of milk due to inducing chemicals is another crime that's being reported but i am yet to see if any major milk processing companies have been closed or even heavily penalized.
